CHAPTER - 1
OFM is a metallurgical unit of The Indian Ordnance Factories Organization, which is the largest and oldest departmentally run production organization in the country. The organization comes under the Department of Defence Production under Ministry of Defence. The corporate head quarters are at Kolkata,
West Bengal. Two more branch head quarters are located at Avadi, Chennai and
OFM came into existence as a transplantation project during the second world war with effect from 1.3.1943. The factory is a premium casting and forging unit among family of 40 ordnance factories.
Main functions of the Factory are as follows:
* Extracts from O.F. Board/Inter Factory demands from Sister Factories are received which indicates receipt of firm manufacturing orders.
* Thereafter estimates/process schedule/ Budget requirements are prepared, detailing every aspect of productionisation.
* Simultaneous action is being initiated for procurement of materials and manufacture warrant is issued to productions shop for starting the production process.
* Production process conforming to process schedule begins.
* The product is then evaluated through strict quality control regime as per, Quality Requirement of the Customer, best international standards and also fulfilling requirements of ISO - 9001-2000, and thereafter Inspection Note is issued.
* Finally, issue voucher is prepared and finished product is dispatched.
* Monitoring production and issues, expenditure of allotted budgets to the factory and allied matters like Administration, Material Management, Engineering, Quality, HRD, R&D, Security, Safety, Welfare etc.
* Reporting achievements to O.F. Board.
* Replying to queries of Parliament, Standing Committee, Audit etc. Through O.F. Board.
Main goal of the factory is to supply the indented products in right quantity and quality at right time at the lowest cost. To achieve that the major activities are: production, purchase of input materials and their storage and drawl, purchase of new plant & machineries and maintenance of existing ones, quality assurance of finished store as well as at stage/ interstages of production, supply of accepted stores and disposal/ conversion of waste, obsolete and unserviceable stores. Other major supporting activities are recruitment, transfer, promotion, training and vigilance of employees, security & safety of the factory and its belongings, welfare etc. Other activities include interaction with customers for getting feedback about supplied products as well as their new requirements, assimilation of technology for the requirement of upgraded/ new products by importation of technology or using technology of DRDO or develop the product by in-house R&D. Powers and Duties of the Officers and Employees
At the apex level, the organization is headed by Director General of Ordnance Factories (DGOF) & Chairman, and under him there are 9 Members. 5 (five) Members look after the functioning of the factories under 5 (five) operating divisions. Other 4 (Four) Members are (i) Member (Finance) (ii) Member (P&MM) (III) Member (TS) (IV) Member (Per.)
Ordnance Factory Muradnagar is headed by shri Mahesh Gupta General Manager who is responsible for all administrative matters of the factory.
Though Indian Ordnance Factories is a production organization, the authority/ responsibility of making design & specification of products and inspection of end store is with other agencies. Till
Financial powers are resting with the Group-A Gazette Officers only. Compilation on financial powers published from OFB, Kolkata is available. Similar compilation on administrative powers, published by OFB, is also available.
The affairs of the factory are regulated as provided in various Acts viz, The Factories Act, Payment of Wages Act, Industrial Dispute Act, Workmen Compensation Act, Pollution Control Act etc. A Local Accounts Office is attached with every factory to advise the General Manager on financial aspects.
Besides General Manager, there are other Group-A Officers of the rank of Addl. General Manager, Joint General Manager, Works Manager and Asst. Works Manager. Below them are Group-B Officers and Group-C Staff. Employees directly engaged in production activities are called Direct Workers. Indirect Workers provide support activities like maintenance of buildings and plant & machineries, quality assurance etc.
CHAPTER - 3
Procedure followed in the decision-making process including channels of supervision and accountability
Channel for decision-making is vertical. In OFB, Kolkata decisions are generally taken at the level of Deputy Director General, Member or DGOF & Chairman. The major decisions are taken in the Board Meeting(s) or Special Board Meeting(s). The Minutes of the Meetings are not made public.
The financial powers are delegated to General Manager and other officers by OFB and dicisions on financial matters at respective officers level are taken accordingly in consultation with associated local accounts office wherever necessary . All Addl. General Managers function as Controlling Officers.
Functions of each Division regarding their organization, allocation of duties, daily monitoring, and deployment of manpower are decided by the concerned Divisional Heads.
All decisions are taken by Officers from the level of Divisional Officer up to General Manager. Deputy Labour Welfare Commissioner or Assistant Labour Welfare Commissioner from Ministry of Labour assists General Manager in taking decision(s) on industrial relation(s).
(a) Functions and duties are discharged strictly as per rules and procedures applicable to each area for e.g. Disciplinary rules are based on CCS (CCA) Rules, 1965 which are applicable to all employees under the Central Govt. Similarly, conduct of the employees is monitored as per CCS Conduct Rules, 1964.
(b) Material Management functions are discharged as per manual issued by O.F. Board.
(c) Accountability for overall supervision of the whole section rests on Head of Section/ Officer-in-Charge of the concerned Section. Each Production Section is headed by Junior Works Manager (Group 'B' Gazetted). They are fully accountable to ensure unhampered operations in the section under their charge. Next level of accountability starts with the Divisional Officer, Group Officer, and Divisional head.
They are responsible for planning, co-ordination and to deal with external agencies like concerned inspection agency of the user. Overlapping of responsibility and accountability in the present system cannot be ruled out.
CHAPTER - 4
The norms set by the Ordnance Factories for the discharge of its Functions
The declared mission of the Ordnance Factories is "production of state of the art battle field equipments". With that in view, the Ordnance Factories manufacture such products and equipments for customers, which are safe, reliable, and operationally consistent under varying and extreme conditions of terrain and climate. With the large number of items being manufactured under the umbrella of OFB, it is necessary that strict vigil on the numbers and quality is kept. Besides, it is also important to keep the assets - both animate and inanimate in shape. Ordnance Factories have, therefore, set certain norms for discharge of its functions in different areas as below:
(i) Maintenance: Immediate (Monitoring on daily basis) as well as Preventive.
(ii) Stock Verification: Once in a year for any item (all items)
(iii) Stock Taking : Annual on 31st March of the year
(iv) Quality: Inspection on daily basis
(v) Recruitments: Annual
(vi) Promotions: Annual (Effected on monthly basis)
(vii) Training: Group 'A' Officers
Group 'B' Officers
(viii) Modernization of Assets and Production Facilities: Continuous on a five-year roll plan basis
(ix) Welfare: JCM & Works Committee Meetings once in a month.
CHAPTER - 5
The rules, regulations, instructions, manuals and records held by the Ordnance Factories and used by its employees for discharging its functions:
Ordnance Factory Board has its production units spread all over the country and is a governmental organization, OFM being one of the units under O.F. Board. Being a strategic arm of the Government, it discharges the sovereign function of the state and is involved in arms and ammunition production. This organization has been empowered with a definitive set of Rules and regulations for discharging its various functions. Rules and Regulations are also available for dealing with the agencies with which our organization interacts, to deal with its own employees, for proper utilization of public resources and for ensuring timely and efficient production of vital items required by our armed forces, Para-military units and other customers. Although the list of such Rules, Regulations and instructions are very large in number, the following is the frequently used list:
(i) This factory is a production unit employing a large number of workers. Factories Acts 1948 provides in detail the facilities, which are to be made available to the workers. Provisions of this Act also lay down provisions for providing safe working conditions for the workers. This act also takes care of regulations in working hours of industrial employees including payment to be made for overtime working. This Act also provides for inspection by factory inspectors for proper monitoring of the application of the provisions.
(ii) Payment of Wages Act 1936 lays down the schedule of payment, deductions which can be made from the salary of workers, etc.
(iii) For contract workers, their wages are safeguarded by Minimum Wages Act, 1948. This Act provides for the minimum wages, which have to be ensured for the contract worker. CONTRACT LABOUR(R&A) Act lays down specific responsibility for the Principal Employer and various other social security measures like provident fund,
(iv) Industrial Relations are governed by ID Act, 1947. As per provisions laid out in this act Works Committee, etc. are constituted which lays down the foundation of workers participation in certain areas of decision-making. However, in our organization participative management is further strengthened by forums like Joint Consultative Machinery, Productivity Council, Safety Committees, etc.
(v) For any production unit, material plays a very important role. Raw, Half wroughts and finished components materials are procured by our factories for converting them into finished products.
(vi) For procurement of Plant and Machininery separate manual is available as guideline.
(vii) To safeguard the environment we follow the law laid down by Pollution Control Act of the State Govt., which lays down criteria for effluents/emission etc.
(viii) The employees of our organization belong to Central Civil Service and their conduct is to be governed by Central Civil Service (Conduct) Rules, 1964. Provisions of this Rule ensure that the government servant discharges his duty with loyalty and devotion at all times and does nothing, which is unbecoming of a Govt. servant. It also mentions about certain sanctions etc., which are to be taken for property transaction. Thus Conduct Rules ensures that Govt. servant conduct is impeccable at all times and the general public has faith in the Government machinery. Conduct Rule also lay down guidelines for how to deal with public representatives and how the govt. servant should conduct himself in public.
(ix) To maintain proper disciplined environment in our factories, offices, training centers, etc. we follow the provisions of Central Civil Services (Classification, Control & Appeal) Rules 1965. These rules are based on the principle of Natural justice and have elaborate provisions regarding disciplinary authority, suspension, enquiries, penalties, appeals, revision, etc.
(x) In financial matters, Rules laid down in GFR are applicable which lay down basic principles for decision regarding financial transaction. FRSR (Fundamental Rules & Supplementary Rules) are relevant in salary fixation, allowance, etc. For further guidance in financial matters, Financial Regulation is also referred to. Matter regarding traveling allowances is dealt by TR Rules. Delegation of financial power is enlisted in DFPR. Regarding financial power of OFB /General Managers of factories under various heads separate delegation has been obtained from Govt. and compiled.
(xi) SRO for various posts provide rules for the number of post sanctioned, recruitment/promotion eligibility, scale of pay, etc.
(xii) For quarter allotment in our factories estates, 'SRO 149/2004 for quarter allotment in Ordnance Factories and Ordnance Equipment Factories is valid.
(xiii) Pension matters are dealt by CCS (Pension) Rules, 1972. These rules provide for various kind of pensions like superannuation, family pension etc. In addition they deal with matter related to Voluntary Retirement, commutation of pension and various other retirement matters.
(xiv) (a) Ordnance Factories are having a Procedure Manual listing various rules/regulations applicable to its functioning. The said Manual has been re-compiled and presently it contains chapters on :-

(b) Office works in our set up are carried out according to 'Office Procedure Manual'. This Manual contains details of Noting, drafting, filing system, etc. This ensures proper record keeping and monitoring of file movement.
(c ) For procurement of materials, Point ( c ) Vendor Registration and Inspection of Input Raw Materisl is carried out as per Standing Operation Procedure (S.O.P.) available of down loads on OFB website.
(d) For accounting of labour & material we follow our Store Accounting Procedure.
(e) For leasing and licensing of facilities in estates we have a Land Lease Policy, 1990 approved by the government. It provides for the method adopted/criteria to be followed for leasing out land for market, school, banks, etc.
(f) Detailed instructions are issued by DOP&T based on rules in the matters of recruitment, promotion, reservation etc.
(g) CVC instructions received from time to time are followed for ensuring transparency and impartiality in purchase matters.
(h) In construction of building and other facilities, the standard rates and estimates given in MES regulations are followed.
(i) In OFM ISO 9001 systems are incorporated to ensure quality output, customer satisfaction and continued improvement in our methods. Work is carried out on the production shop floor as per the Standing instructions.

As mentioned above, OFM is an Unit of the Ordnance Factory Board, under the Ministry of Defence and is thus governed by rules framed by the Government from time to time.

The employees of the Ordnance Factories are categorized in four groups for the purpose of compensation in regard to their work viz.
1. Group 'A' & 'B' Gazetted Officers
2. Group 'B' & 'C' Non Gazetted Officers
3. Group 'C' & 'D' Non Industrial Employees and
4. Group 'C' & 'D' Industrial Employees
2. While specific rules and regulations apply to each category of employees for payment of salary and wages, the common denominator for payment to all the employees is the 'basic pay' derived from one of the 34 pay scales prescribed by the Govt. of India under the Central civil Services (Revised Pay) Rules 1997. All the employees of the Ordnance Factories are Central Government employees and depending upon the post held, they are assigned with a particular scale of pay and their 'basic pay' is fixed at an appropriate step in terms of the FR & SR, Part - I.
3. In addition to the basic pay, all the employees are paid certain other allowances at
a prescribed rate depending upon the place of posting and applicability, as announced by the Government of India from time to time. Some of the allowances, which are common to all categories, are Dearness Allowance, House Rent Allowance, City Compensatory Allowance, Transport Allowance, Hill Compensatory & Bad Climate Allowance, Project allowance etc.
4. Other allowances which are paid to the specific category of employees are:
(i) Group 'A' Medical Officers - Non-practicing allowance
(ii) Group 'B' Gazetted & Non Gazetted Officers - Risk Allowance
(iii) Group 'C' non-Gazetted Officers and Group 'C' & 'D' non-Industrial Employees -
Risk Allowance, Overtime Allowance and Night Duty Allowance.
(iv) Group 'C' & 'D' Industrial Employees - Risk Allowance, Overtime Allowance and Night Duty Allowance, Night Shift Bonus, Piece-work profit to Production worker and Incentive Bonus to Maintenance worker.
5. Remuneration to the employees of Ordnance Factories is paid on monthly basis.
All category of employees are paid on last day of the month while wages to the Industrial Employees are paid up to tenth day of the following month as prescribed in the Factories Act. The sale of Pay applicable to vario0us category of employees and their average monthly remuneration is given below:
6. While the total salary paid to various categories of employees from Gr. 'A' Gazetted Officers to Gr. 'D' non-Industrial Employees is simple arithmetical summation of pay and all other allowances, the total wages paid to an Industrial Employee are calculated in an elaborate manner which needs some explanation.
7. For the purpose of wage calculation, the Industrial Employees are divided in two
sub-categories viz. Day Worker and Piece Worker. A Day Worker can be any Industrial Employee in general who is paid on the basis of attendance. Their work is generally not measurable and non repetitive in nature. Consequently they are not entitled for any incentive except Essential Maintenance Worker who is paid an Incentive Bonus.
A Piece Worker is essentially a worker engaged in production, and whose work is measurable and repetitive in nature. These workmen are paid an incentive known as Piece-work Profit.
The total wages paid constitute the following elements:
* Duty Pay
(Time Wages / Nominal Time wages)
* Other elements of Pay
Idle Time Pay

* Fixed Allowances
Night Shift Bonus
Night Duty Allowance
* Piece-work Profit to Production Worker
* Incentive Bonus to essential Maintenance Worker
9. The definition of different elements of pay & allowances given in Table-I and that of standard working hours are given below.
Working Hours : For the purpose of calculation of duty pay and overtime, normal working hours are taken as 44.75 hours/week with 8 hours a day from Monday to Friday and 4.75 hrs on a Saturday. The workers become eligible for Overtime payment for working beyond normal hours.
Duty Pay or Time Wages for the Day Workers including the Maintenance Workers are calculated for each month on the basis of actual attendance for the month according to the following formula: P * A / (N - S - H)
P- monthly rate of pay of the worker, A- number of days present or attendance
N- number of days in a calendar month,
S- number of Sundays in month, H- number of paid holidays, if any in the month.
Duty Pay or Time Wages for the Piece Workers are calculated for each month on the basis of actual attendance for the month according to formula : P * A / (N - S), where the symbols have the same meaning as that of the day workers.
Daily Rate of Pay : Leave Pay, Holiday Pay, Injury Pay and Idle Time Pay are calculated on the basis of daily rate of pay as under:
Piece Worker - P / (N - S)
Day Worker - P / (N - S - H)
Night Duty Allowance : Workers are entitled to get Night Duty Allowance @ 10 mins for each hour of work done between 2200 hrs to 0600 hrs in the night shift. The
prescribed hourly rate for NDA is (Pay + DA + CCA)/200.
Overtime : Industrial employees are entitled to additional payment for work done beyond the normal working hours. There are two sets of rules applicable for overtime payment viz. (i) Departmental Rules and (ii) The Factories Act.
For work beyond normal working hours and upto 9 hrs. a day or beyond 44.75 hrs upto 48 hrs in a week, overtime is paid under departmental rules which is known as DOT. For work done beyond 9 hrs. a day or 48 hrs a week, payment is admissible at twice the rate of pay plus all allowances under the Factories Act (often loosely termed as OT Bonus).
OVER TIME PAYMENTS UNDER DEPARTMENTAL RULES (DOT)
In the case of Day Workers, the overtime is paid at the rate of Basic Pay + Dearness Allowances + City Compensatory Allowance + Personal Pay + Special Pay + Pension to the extent as applicable, divided by 200 for each hour of overtime worked.
The hourly rate is the same for the work done both in Day & Night Shift.
In the case of Piece Workers, again there are two sets of rules for DOT. It is calculated @ Basic Pay (alone)/200 per hour in the day shift.
For working in the night shift, an additional element known as Night Shift Bonus is also added. This is calculated for half an hour for each hour of overtime worked under departmental rules @ (Basic Pay + Dearness Allowances + City Compensatory Allowance)/200.
OVER TIME PAYMENTS UNDER THE FACTORIES ACT, 1948
For work done, beyond 9 hrs. a day or 48 hrs a week, there are two sets of rules -one for the Day Worker and the other for the Piece Worker.
Day Worker: Hourly rate of payment which are applicable equally in the day shift as well in the night shift is calculated at the rate = twice the pay & allowances/200.piece Worker: Hourly rate of payment in the day shift is calculated at the rate = twice the
pay & allowances/200. In the night shift, the same becomes = (twice the pay + pay/4 + allowances)/200.
Piece Work Profit : All recurring items of production are appropriately assigned a piecework rate in terms of 'hours' after careful time and motion study. If a worker is engaged on the piece-work system and he produces quantity 'Q' in the month (duly certified by the QA as "accepted") for which the allowed time is 't' per piece, he would earn Total
Time (T) = (Q)*(t). If his monthly attendance is 'A' hours, his piece work profit expressed in percentage terms (PWP%) would be (T-A)*100/A. This would entitle him to get an element of incentive equal to NTW*PWP%/100 where NTW is the abbreviation for Nominal Time Wages. Here, the Nominal Time Wages (NTW) is nothing but the Duty Pay or Time Wages calculated for the Piece Workers at the minimum of the scale to which he belongs to i.e. Pmin* A / (N - S).
The above calculation is for the individual piece workers. Many a times, the piece-workers work in a gang in which case the unique piece-work profit percentage of the gang is equally applicable to all the members of the gang for the purpose of calculating their piece work profits.
Incentive Bonus to Essential Maintenance Workers : An incentive bonus is paid to essential maintenance workers of skilled and semi skilled category employed in the maintenance of plant and services within the factory. This category of bonus is linked with the profit earned by the piece workers and paid at the @ 50% of the piece work profit earned in the month by all the piece workers, both individual and gang workers of the production section, if he is attached to a production section or @ 50% of the average piece work profit earned in the month by all the piece workers both individual and gang piece workers in the factory, if he is not attached to a specific production section.
